Gotham Knights has been highlighted very recently, but talk of it running on the Steam Deck has been a bit scarce, but this could change soon! A new PC Features YouTube video for Gotham Knights released and it mentions upscaling in there, and while it only mentions DLSS and Intel Xe Super Sampling, Gematsu reports that this also includes FSR 2.0:
PC features highlighted in the trailer include different high-quality visual features, including 4K resolution, ultra-high frame rate, and ray-traced reflections, as well as NVIDIA DLSS 2, AMD FSR 2, and Intel Xe Super Sampling (XeSS) for enhanced performance; plus expansive customization options, as well as ultrawide and multi-monitor support.

We checked the video ourselves and while it wasn't directly mentioned, neither was DLSS, but it showed up on text in the menu. The game seems to also feature Dynamic Resolution, which could help performance as well, though FSR 2.0 would be MUCH more appreciated! We have reached out to their official Twitter to hopefully get confirmation on the FSR question.
Gotham Knights will be released on October 21 on Steam and currently costs $60!
Here is the PC Features video as well for those who want to see it:
