UPDATE 2: VooDooDE has taken down the posts about the Steam Frame, complying with a request from Valve. In the post and comments under it, he reaffirms that he never signed any NDA, that Valve should let him post (since it will be positive), and that this headset isn't the final version. There is no confirmation whether this is a dev kit or review unit, but the comments seem to indicate it is a dev kit.

He never made any indication whether it was someone else's dev kit or review unit, only explaining that it wasn't his own unit. This could mean review units are out, and he is just using it, but it could also mean this is a dev kit he is borrowing.

I have been overwhelmingly excited to get back into VR with the Steam Frame. I have been following VR for quite some time now, ever since I first got the HTC Vive in 2016. The Steam Frame has reinvigorated that for me, and I can’t wait for its release. And now, it seems that the release might be getting even closer, as we now have the first sighting of a possible review unit that someone has.

Posted on Twitter/X, it looks as though reviewer VooDooDE VR has a Steam Frame that they are reviewing. The post was about how they have their hands on the Steam Frame, and they’re going to be spending the next few days testing it inside out, while also being open to taking questions and test requests. This was posted along with a picture showing him with the Frame on.
As I was writing this, VooDeeDE VR posted again with a short video showing the Steam Frame and mentioning that the comfort feels "premium." He also said he hasn't had a lot of time to test it yet, indicating he got it relatively recently, but will have the next few days to test it more.
Usually, reviewers having these units means an announcement or release is coming soon. And if a reviewer is able to talk about it, that must mean it’s coming even sooner. VooDooDE is a German content creator and reviewer who focuses on VR experiences, so it would make sense that they would get a unit. However, if they’re able to announce it like this, it would usually signify that we are going to get an official announcement soon. My gut says it will be Thursday, since he said he will be taking a few days to test it. But it’s very possible that a release date will be announced today, and we will see other reviewers announcing they are reviewing the device.
At least that’s what I hope. I can’t wait to have the Steam Frame for myself, and it’s just a matter of time before it gets into our hands.

It looks like Valve had reached out to him to stop. But he hadn't signed any NDA, so he is technically allowed to show it. The person who is actually going to be in trouble is the one who gave it to him.
