Proton GE 9-14 God of War: Ragnarok

A new Proton GE update was released that includes some nice component updates and Protonfixes for games, including God of War: Ragnarok! All the components were updated to their latest git, as well as implementing upstream Proton changes that have come from Valve. We also have the latest bleeding edge of Wine, mono is updated to 9.3.0, and wine-staging has been rebased.

As for game fixes, the God of War: Ragnarok workaround for Desktop Linux devices has been added, and we have some fixes for Worms: Blast, Star Citizen, and Elden Ring. The old fix for Sleeping Dogs Definitive Edition has been removed, and winetricks is now going to be built at the source.
